The Authority have opted to establish a DPS as it is deemed the most appropriate option to meet its requirements and will enable a clear, consistent and compliant route to market. The DPS will be open to new entrants throughout its lifespan to allow coverage for ever changing requirements, including but not limited to new regulations and central government requirements. This procurement will establish and maintain a Dynamic Purchasing System (DPS) for off-site manufacture and construction of housing. Contractors appointed to the DPS agreement will be required to design and manufacture the houses. Customers of the DPS agreement will be able to select from the contractor's standard house types, with a range of enhancements and variations. KMCAS-125 - Electronic Market Place for Supported Living Services

The Council of the Borough of Kirklees (the "Council") is conducting this procurement exercise, in accordance with the Light Touch Regime of the Public Contracts Regulations 2015 (SI 2015/102), and intends to establish an Electronic Market Place ("EMP") with Providers with relevant experience and ability to provide Supported Living Services on a non-exclusive basis to Adults with eligible Social Care needs for the Council. The Council wishes to establish a Supported Living Services (SLS) EMP to replace the current Framework Agreement. As the current Framework Agreement does not allow new Providers to be able to join, the new SLS EMP will allow new Providers to join. A SLS EMP will be established and will allow the Council to engage with suitably qualified Providers who will be able to deliver flexible services which will empower Service Users to live as independently as possible in their own home; this may include 1:1 support to access community activities and social activities. *Please note, this EMP is anticipated to run from 1st April 2022 to 31st March 2027 with the Council reserving the right to extend for up to five (5) further twelve (12) month periods up to 31st March 2032* The value of the Services to be awarded through this EMP is estimated to be approximately £7,000,000.00 (seven million pounds) per annum, with an estimated total value of £35,000,000.00 (thirty five million pounds) for the initial EMP period of 1st April 2022 to 31st March 2027. Wakefield Council is looking to establish its own Pseudo DPS to secure local provision of accommodation and support within the Wakefield district and selective neighbouring areas. Phase 1: In the first instance, the Council shall advertise the opportunity to be appointed to a Pseudo DPS for the provision of the 16-25 Years Leaving Care & Vulnerable Young People Accommodation & Support Services. In order to be appointed, the Applicant must fulfil a range of criteria that assesses their ability to deliver the type of required services. This will include (but is not limited to) universal requirements such as appropriate Insurance and Financial compliance and will include a request for information regarding the proposed services to be delivered under the 16-25 Years Leaving Care & Vulnerable Young People Accommodation & Support PDPS. Applicants will have 30 days to respond accordingly to the opportunity during the initial establishment of the PDPS, in preparation for the provision of the 16-25 Years Leaving Care & Vulnerable Young People Accommodation & Support Services; to commence on 1st January 2023. The PDPS will initially run for a period of 5 years with the option to extend for an additional 5 year period. Phase 2: Once the PDPS goes live, applications can be submitted HOWEVER it should be noted that applications will be assessed on a quarterly basis - April, July, October and January. All Applicants who meet and pass the Application criteria will be admitted to the PDPS. Please note that this is not a competitive process and there is no limit to the number of Applicants who can be appointed. Please note, Applicants who are successfully admitted on to the PDPS are not guaranteed to be awarded any financial provision for the duration of this arrangement.
