London and Quadrant Housing Trust and its subsidiary Quadrant Construction Services are one of the largest providers of affordable housing in the UK, housing over 250,000 people in more than 95,000 homes, primarily across London and the South East of England. London and Quadrant Housing Trust are tendering for the provision of works for; Dry lining, SFS, Screeding and Windows for London and Quadrant's Self Delivered New Build Projects to comply with the Public Contracts regulations 2015. The objective of this tender process is to establish a Framework Agreement with the tenderers and London and Quadrant Housing Trust. The dates and contract value are estimates and could be subject to change. This tender is for Subcontractors only. This tender process is being carried out in accordance with the provisions of Regulation 34 of the Public Contracts Regulations (PCR) 2015 relating to the procurement of a Dynamic Purchasing System (DPS) for the purchase of the Goods. The DPS is open to Admitted Suppliers throughout the period of validity. 'Admitted Supplier' means a supplier who has met the DPS admission criteria set out in the Pre-Qualification Questionnaire (SSQ) and has been registered on the DPS for one or more product categories. Suppliers and products may be submitted for evaluation and potentially, admission to the DPS at any time throughout the period of validity. Suppliers who have been unsuccessful in meeting the criteria to become an 'Admitted Supplier' may re-submit another, revised SSQ at any time beyond the initial mini competition. 1.0 Scope of Services - Drylining: All or any of the following: • Drylining • Structural Frame System (SFS) • Screed • Window Installation (optional) Following the completion of the DPS Framework, L&Q will conduct a mini-competition tenders between all capable providers on a project by project basis, which may be shortlisted by following the process below. All tendering will be conducted using L&Q's In-Tend E-Procurement Portal. • Opt in - Each capable provider will be given the opportunity to opt in for individual project tenders • Stage 1 - SSQ response from all interested tenderers (quality, relevant experience etc.). • Stage 2 - shortlisted S/C's only invited to tender Stage 1 SSQ would identify the scope for each project and any shortlisting criteria. 2.0 Proposed Lots: We intend to breakdown the DPS into Lots based on value / size, so that all levels of Subcontractors are included in the process where relevant. Grass Cutting Contract 2026-28 Middleton Cheney Parish Council

Middleton Cheney Parish Council cuts grass seasonally on open spaces and verges including strimming, blowing, shrub maintenance and weed control. The work comprises of maintaining grass on amenity spaces managed by the Council including play areas, a village green and a cemetery, together with local authority verges. The height of cut to be appropriate for the use of each space and as agreed with the Officer. To also include strimming around grave markers, head stones, play equipment, outside furniture, path edges, trees, bushes, fences, hedges and all other authorised site fixtures and fittings. To include grass removal from all play safety surfaces as well as footpaths and seating areas by sweeping or blower. Although a specific number of cuts has been set for the tender these may be varied according to seasonal grass growth and by agreement with the Officer Only. Site Details Middleton Cheney Cemetery, which requires weekly grass cutting and strimming undertaken with the due care and respect that a site of this nature requires. Stanwell Park and Astrop play area - a large sized traditional children's and family play park, containing open spaces and play equipment as well as seating areas. This excludes the playing fields at Astrop road. Village Main Green - a large rectangle of grass and grass verge on the Main Road in the lower part of the village. Several smaller green spaces on Main Road, The Washle, Bull Baulk and Stanwell. These do not contain any equipment other than benches. Roadside verges. Before tendering the Contractor is advised, at his/her own discretion, to visit the sites to satisfy themselves as to the full extent of the Contract Specification. No claims arising from failure to do so will be accepted. An accompanied tour of the zones will be available if booked in advance with the Clerk, or the Contractor is welcome to view the zones independently at any time in advance. The contractor will use their professional discretion and all information available to them to liaise with the Council where alterations to the schedule may be needed, e.g. in times of drought. Maintenance of footpaths should be considered ad hoc, to include at least one yearly weed spraying and one separate strim. The contract term is 3 years and covers the satisfactory completion of the works outlined in this document. The award of the contract is dependent on evidence of appropriate public liability insurance, professional qualifications and policies. Any considerations not identified in this document may be addressed with the Council at the point of tender, or negotiated with the Clerk and Council as they arise. It is proposed that a new specialist behavioural support service is established, increasing capacity and capability in relation to supporting children and young people with behaviours that put the safety of themselves and those around them at risk. An intensive, PBS informed behaviour support service (Positive Behaviour Support) to directly work with c. 12 families per year. This would target highly complex children and young people identified by professionals as being likely to come into social care within six months, as a direct result of behaviours that challenge and which put their own and others' safety at risk. The criteria for the service would be behaviour-led rather than diagnosis-led. The service will build the skills of the person and of those who care for and support them and using the least restrictive practice possible. There will be two Market Engagement sessions held, whereby providers will have the opportunity to help shape the service offer.

The UK Department of Energy Security and Net Zero is procuring a supplier to manage a new facility - the Climate Innovation Pull Facility. Through pull finance, this facility will support innovation, scale up and market building for climate change mitigation solutions for developing country contexts, focusing on innovative clean energy technologies and business models in a small number of specific applications/sectors, where the evidence shows support is most needed. In public innovation financing, "pull mechanisms" create incentives for innovators and other actors by creating viable market demand. They seek to reduce viability gaps and induce innovation by signalling demand for solutions to specific problems. Mechanisms often cited include Advanced Market Commitments, Results or Outcomes Based Financing, Prizes/Challenges, innovation bulk procurements, Contracts for Difference, among others. By contrast, much innovation support has to date utilised "push mechanisms" directly subsidising up-front R&D costs. In terms of climate mitigation solutions, the CIPF will support the development of innovation projects aligned to Ayrton Fund themes: industrial decarbonisation, sustainable cooling, smart energy systems and storage and clean transport Further details of Ayrton Fund thematic challenges are set out on gov.uk. The procurement of this requirement will be in two parts: (i) A contract for a Facility Manager to manage the programme and identify, incubate, commission and oversee 6-10 climate pull projects of £10m - £50m each. This contract will also cover programme monitoring and learning. ii) A separate contract for an Independent Evaluator of the programme, who will conduct a mid-term and end-of-term evaluation of the programme's achievement of its development objectives, theory of change and value for money. This procurement is subject to a separate procurement procedure. The procurement for the Facility Manager is the focus of this notice and will be run as a competitive procedure with negotiation. The initial contract value is £183m over 5.5 years with options to extend by up to £317m and up to 3 additional years. Of the £183m initial contract value, at least £150m of this will be allocated for climate pull projects, the majority of which will be grant funding.
