BuildDPS - Main Contractor Framework

BuildDPS This tender is for the provision of contractors to carry out the building of: • New build residential properties • New build care, extra care and supported living developments • Mixed residential and commercial developments • Conversion of any existing building for residential and/or commercial use • Any other new build within the regular activities of Sanctuary Housing Association. The framework will be a Dynamic Purchasing System (DPS) as defined under Public Contract Regulations 2015 and will run up to the deadline for frameworks as dictated by the requirements of the Procurement Act 2023, currently 23rd February 2029. Sanctuary reserves the right to amend this end date in line with any future clarification of transitional arrangements. To qualify, suppliers must meet standard pass/fail requirements such as health and safety accreditations, insurance, and turnover levels, depending on which category they are applying for. In addition, suppliers must demonstrate technical ability as outlined in the Invitation to Tender document (Appendix to Terms and Conditions) and the application process on the Local Supply Chain portal (www.localsupplychain.co.uk/builddps). All call offs and contract management will be administered on the Local Supply Chain portal.

The London Borough of Sutton have developed a commissioning strategy to build and strengthen the Authority's successful accommodation and support offer for children and young people in our care and care-experienced young people. A priority is to ensure good quality, local provision of placements, accommodation and support, informed by our children and young people, which offers choice and makes best use of available resources. The Authority is seeking to develop key trusted partner relationships to address market challenges. We will introduce a differentiated provider relationship model to enable and incentivise targeted investment of resources and partnership working with key trusted providers to support continued improvement of placement quality and sufficiency. The Authority is setting up a Flexible DPS for the delivery of Children in Care and Care Leavers services which will be commissioned in accordance with Regulation 74 of the Public Contract Regulations 2015 (Light Touch Regime for Health and Social Care) which provide that Contracting Authorities can deviate from the standard procurement procedures and design their own procedures (according to their own needs). The DPS is Lot based and will provide successful suppliers with opportunities for individual placement referrals throughout the term of the DPS. There will also be opportunities to tender for contracts for Directly Commissioned Services by way of mini competitions inviting successful Suppliers within the Lots to which the opportunity applies.

Leicestershire County Council (the Council) is conducting a procurement to establish a Dynamic Purchasing System (DPS) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015). The Council is inviting suitably experienced and qualified Providers to submit tenders to apply to join the Leicestershire Children and Families Services Gateway2Resources (G2R) Dynamic Purchasing System (DPS) to provide accommodation and support by supplying Supported Accommodation placements and support to Leicestershire's Looked After Children (LAC), Care Leavers, Unaccompanied Asylum Seeking Children (UASC) and Young People (at risk of homelessness) not owed a social care duty between the ages of 16-18. The Council wishes to work collaboratively with Providers to ensure that placement requirements for Leicestershire's LAC cohort can meet demand and need. We are requesting that providers apply to join the DPS and work with the Council's vision to ensure that Leicestershire young people can live locally and are offered high quality, value for money placements. The DPS will consist of two categories; Supported Shared Accommodation for young people aged 16+, and; Independent Accommodation with Floating Support for young people aged 16+

Category 2: Additional Services, including but not limited to Contractors for remediation, demolition, site clearance, asbestos removal, geotechnical, landscaping and agriculturalists (e.g. knotweed removal). Category 3: Construction Contractors/Developers, for single units to large multiunit schemes using a variety of build types including but not limited to traditional, timber-frame and modular off-site solutions. Staffordshire County Council would like to hear from service providers who are interested and capable of delivering excellent, high quality and outcome focused education services to support and raise attainment, attendance, aspiration and engagement of vulnerable children and young people of statutory school age in education and for young people up to the age of 25 who have an Education, Health and Care Plan. To also work towards successful transition to education, employment or training post-16 at the end of Key Stage 4. The objectives of the services are to provide a flexible response to either compliment, or provide an alternative to the teaching and learning available within mainstream and specialist provision or for children not engaged in education The successful providers will be expected to: • Work effectively with pupils to engage them in education and reduce gaps in attainment and progress • Work in partnership and maintain strong links with other education providers and carers to provide individualised, holistic support for the child • When working with children in care be able to demonstrate an understanding of attachment and trauma issues in education • Support independent learning skills • Provide experienced and highly skilled practitioners who can demonstrate skills and expertise in working with vulnerable pupils • Report on progress with evidence of work completed and regular reviews which are fed back to the commissioner including the planning and evaluation of sessions delivered • Contribute towards the evidence gathering for graduated response under the Special Educational Needs and Disability (SEND) pathway • To include wherever possible, access to externally accredited examinations for young people • To engage pupils newly arrived from overseas education. Staffordshire County Council Virtual School for Looked After Children, SEND and Alternative Provision Commissioners are looking to create a Dynamic Purchasing System of providers in Staffordshire but with the ability to extend regionally in the future. This list of education provision will be primarily for the authority's own use but will offer local schools the opportunity to purchase programmes that can be run within their school or may with negotiation support Staffordshire Looked After Children educated outside of Staffordshire Local Authority boundaries. This framework will give the assurance that providers have met a stated set of standards and so will give a basic mark of quality assurance.
