Home to School Transport and Adult Social Care Transport Dynamic Purchasing System (DPS)

Wigan Council is seeking to receive applications for admittance to a Home to School Transport and Adult Social Care Transport Dynamic Purchasing System (DPS). The DPS will be used as the mechanism to procure services by entering into calls for competition with providers on the DPS. In accordance with The Public Contract Regulations 2015, Regulation 34 (28(a)), Wigan Council is extending the DPS originally advertised in The Official Journal of the European Union (OJEU) with reference number 2015/S 078-138444 and extended by notices 2019/S 093-224781 and 2023/S 000-017392. For indicative purposes, the DPS will be extended until 23rd February 2029. Providers already on the DPS do not need to reapply as they will automatically remain on the DPS. Within this Contracts Finder notice a 'closing date' and 'contract start date' have had to be provided; interested applicants may however apply to join the DPS at any time during its period of validity. Transport services to be provided under the DPS include home to school transport for children with special educational needs, home to college transport for young adults with special educational needs, and adult social care transport. Services may be required on a daily, weekly, fortnightly or term time only basis for young people attending special educational needs schools, mainstream schools, mainstream colleges, alternative and complementary education and residential services, and respite care; and for adults attending day care facilities owned and managed by Wigan Council, community interest companies and respite care. Clients using the service may be vulnerable and suffer from learning disabilities, behavioural problems, sensory or hearing difficulties, autistic spectrum disorder or another physical disability. Therefore, some journeys will require that a Passenger Assistant be provided by Wigan Council to accompany them. In order to meet the variety of transport needs contractors must be able to provide as a minimum one of the following vehicle options to be considered for admittance to the DPS: (i) Standard Car (up to four seats); (ii) Accessible Taxi; (iii) Black Cab; (iv) Minibus (up to eight seats); (v) Minibus (sixteen seats); (vi) Tail Lift Vehicle (minimum of 300kg tail lift required); and, (vii) Coach. The DPS will be used as the mechanism through which Wigan Council will procure home to school and adult social care transportation services and it will be used as a basis to enter into calls for competition with providers on the DPS. Individual contracts raised under the DPS may commence at any time and will depend on the local circumstances of Wigan Council. It is however envisaged that the majority of the home to school contracts will run from the beginning of the Autumn term until the end of the academic year in which they are awarded. The DPS period can be later amended (shortened or terminated), subject to the notification on the relevant standard forms.

Provision of Passenger Transport Services - Dynamic Purchasing System

Lancashire County Council (the Authority) plan and procure Authority commissioned accessible passenger transport services for service users to and from various establishments within and outside of Lancashire. The Authority is inviting economic operators to participate in a dynamic purchasing system (DPS) for the future provision of these services. Service users are from some of the most vulnerable groups in Lancashire and may have learning difficulties, visual impairment, and behavioural, emotional and social difficulties. Categorisations of service user include but are not limited to Special Education Needs (SEN), Adult Services, Mainstream Home to School Taxi Services, Pupil Referral Units (PRUs) and some discretionary transport. Some service users require Passenger Assistants, parents, school staff, or nurses to accompany them on journeys. Accessible passenger transport services may be required to run on a daily, weekly, or fortnightly basis depending on service user requirements, to transport service users from within and outside of Lancashire to various sites including but not limited to: SEN schools, mainstream schools, colleges, respite care, day care, and short stay establishments. There are approximately 1100 contracts that are competed annually. These contracts have differing requirements relating to the type of vehicle required to fulfil the contract which may include wheelchair accessible vehicles, vehicles between 4 and 8 passenger seats, vehicles with more than 8 passenger seats, and ambulances. The DPS will be split into the following categories: - Wheelchair Accessible Vehicles (WAV) - Vehicles with between 4 and 8 passenger seats - Vehicles with more than 8 passenger seats (PSV buses) - Ambulance These categories will be further split by geographical area (North, South & Central, East, and Out of County). The DPS is to be open for applications to participate for a period of up to ten years. When requesting to participate in this DPS, economic operators will be required to go through a selection process which sets out the minimum entry standards required to join the DPS. Economic operators will be invited to select which categories and geographic areas they wish to provide services for. There is no limit on the number of categories or geographic areas that an economic operator may choose to participate in. The estimated value of the services to be purchased for the entire duration of the DPS is purely indicative and cannot be guaranteed by the Authority. Lancashire County Council procure local and school bus services in Lancashire. The Transport services are arranged and funded by Lancashire County Council. In addition the services include local bus services across the county and into adjoining local authority areas that are complimentary to bus services provided on a commercial basis and the provision of home to school journeys within Lancashire and surrounding areas. It is the Authority's intention to operate a dynamic purchasing system (DPS) for the future provision of these services. The DPS will be split into two categories: - category one - Local Bus Services and category two - School Bus Services To be appointed onto the DPS suppliers must hold specific operator licences for PSV transport services and meet minimum quality standards covering a range of areas including Insurance, vehicles, contract standards, driver training and appropriate clearance and customer care. Services are developed by the Public and Integrated Transport Team and are let as individual contracts. These are tendered by way of a mini-competition between the appointed suppliers. First Choice Homes Oldham (FCHO) is a not for profit registered provider of social housing. FCHO has responsibility for managing, maintaining and improving its housing stock and the wider neighbourhood environment for customers to over 11,500 properties around the Borough of Oldham. FCHO undertakes the full range of repairs and maintenance services using in-house teams with directly employed staff. FCHOs Property Care Service delivers repairs and maintenance work including small volumes of planned investment work.
