Dynamic Purchasing System - Valuation Services (2022)

The main JV North Framework 2021-2025 contained a lot for Valuation Services, however, this was under subscribed. JV North is seeking to appoint Consultants to this DPS for the provision of Valuation Services. Tenderers will be required to demonstrate a good understanding of the construction of market such as housing for rent, housing for sale, intermediate and social housing together with associated community amenities and infrastructure and an ability to provide detailed, accurate valuation services on time and to budget. The Consultancy work will primarily focus on new build housing, however, there may be occasions when valuations for existing stock and land holdings are required. As above, Tenderers will be required to demonstrate a good understanding of the affordable housing sector in this regard.

Dynamic Purchasing System - Development Contractors (2022)

JV North has recently invited tenders for a 4 year framework commencing in September 2021. Alongside the main framework, JV North members will also be looking to place works contracts through a Dynamic Purchasing System for three distinct lots which are Lot 1 - SME contractors capable of doing projects up to £2 Million, Lot 2 - Modern Methods of Construction contractors and, Lot 3 - Contractors projects greater than £2 Million. The predominant type of construction work will be affordable new build houses, flats and bungalows although occasionally some conversion or remodelling contracts may be included. The DPS will be an 'open' list of contractors whereby new suppliers will be able to join the lots' 'approved lists' at any point during its lifetime. The anticipated time period for the DPS to run will be 4 years from January 2022 to January 2026 to co-coincide with the main JV North framework.

ASC22027 - Residential Replacement (Respite) Care for Older People

Worcestershire County Council is inviting applicants to join a Dynamic Purchasing System (DPS) for the provision of residential (without nursing) replacement care (also known as respite care or short breaks) for older people (65+). The provision will enable carers to have access to planned replacement care and will also be available to use on an unplanned, emergency basis. The provision of 'replacement care' is important in ensuring each of these Carer outcomes can be achieved: - Being recognised and valued  - Having a life of my own  - Being supported to maintain my physical and mental wellbeing.  The provision will enable carers to have access to planned replacement care, and on an unplanned, emergency basis:  1) Planned Replacement Care - A short term / temporary placement to give the carer a break from their caring role (a period of respite), as far as is possible on dates of their choosing e.g., for a family holiday. Planned replacement care could be booked up to four weeks in advance.  2) Emergency Replacement Care - A short term / temporary placement that is required urgently to cover such eventualities as risk of the individual remaining in their own home or breakdown of a home care package or a change in the person's needs or carer breakdown.  The Council is looking to access 30 - 35 residential replacement care beds for older people at multiple locations across the County. The intention is to ensure beds are available in each of Worcestershire's six District Council areas. Beds will be purchased on a spot basis from the DPS.  Providers must be registered with CQC for providing 'Accommodation for persons requiring nursing or personal care', and /or 'Treatment of disease, disorder or injury'; and rated "Requires Improvement" or higher by the tender closing date. The Tender will be run as a Light Touch Regime, a modified restricted procedure based on Regulations 28, 65 and 74-76 of the Public Contracts Regulations 2015, and will comprise of one application stage; selection and evaluation being run concurrently. Only Bidders meeting selection requirements will be considered for evaluation and a place on the DPS. The DPS for the service will be for a period of three years. It is anticipated that contracts will start May 2023. Further details of the Service required and the Tender process are set out in the document set for this Tender. Closing date for this Round 1 - 29th March 2023 12:00 mid-day. Subsequent Rounds will be opened as required.

Social Care Community Support Rolling Select List

Tenders are invited for inclusion on a Rolling Select List of approved, quality assured providers of Social Care Community Support intended to facilitate the provision of: o Support for Children open to Social Care's Disabled Children and Young People's Team (DCYP) (Lot 1) o Social Care Support for children (Lot 2) o Crisis Support for children (Lot 3) o Supervised Family Time Support (Lot 4) Lot 1 is expected to provide support within a family or residential setting, by staff trained to provide personal care and administer medication. The children may be physically disabled, be neurodivergent, have specific sensory/communication needs, have learning disabilities and/or life limiting illnesses. Lot 2 is expected to proactively support children within their family home, enabling reunification and preventing admission into care. Lot 3 is expected to support children in care at short notice (e.g., to prevent emergency or admissions into care) following placement breakdowns. The children may have a history of criminal exploitation, behavioural and emotional dysregulation, mental health issues and/or neurodivergence. The support will take place in a residential setting and may exceed 28 days duration. Lot 4 is expected to provide suitably trained staff to carry out Family Time sessions following Suffolk County Council's Family Time protocols. Providers can apply to join the Rolling Select List or amend which lots they have bid for at any time, however their applications once the Rolling Select List is live will only be considered on an annual basis. An overview of the process and the anticipated timescales can be found at Appendix A to the Invitation to Participate document. Bidders will be notified no later than the end of the calendar month following submission of their Request to Participate. E.g., if the submission is received in January, then bidders should be notified by the end of February. This Rolling Select List complies with the Light Touch Regime under the Public Contract Regulations 2015.
